you forgot the electronics skills that give a flat bonus instead of only modifying efficacy of modules. There's also the handheld weapon upgrades skill which is kind of a universal skill.

get BPOs for the caldari assault suit, the assault rifle, and the SMG (make sure you're not getting militia BPOS). Fill basic/militia/enhanced stuff in the other slots. Voila, you have an effective suit that costs about 5k isk a pop.

proto heavy with militia mods, yes you do need help. Train up dropsuit upgrades, particularly armor upgrades, plates, and repair systems. Fit complex stuff. Train up handheld weapon upgrades, fit complex damage mods.
